SILVER again declined, the cash price being 110d. lower at 221d. per oz., and the forward quotation declining d. to 223d. China was a heavy seller, though there were also a few purchases on Chinese account. In the afternoon American purchases were reported in spite of the holiday in New York. One of the causes of recent sales of silver from the East, it appears, has been the possibility of the Saigon exchange being placed on a gold basis,
